“I love being part of the success of many small businesses in the Delaware community.”

David Mitten formed Mitten & Winters, CPAs with life-long friend Bill Winters in 1985. When asked what he enjoys most about his professional career David replied, “I love being part of the success of many small businesses in the Delaware community.”

David enjoys “Porch Nite” with his family more than anything else – a title dedicated to the family nights of fun when his adult children Eric, Erin and Kevin return home to spend with him and his wife, Sandy, of 26 years. Upon graduating from the University of Delaware Kevin has recently joined the accounting staff.

As a lifelong Dover resident with many local generations before him, David embraces a lifestyle of community involvement through volunteerism and fund raising. Previous positions include President of the Dover Rotary Club and President of Membership for Wild Quail Golf & Country Club. David coached Dover Little League, CDSA soccer, and CYM basketball for many years.

David graduated from Caesar Rodney High School. He holds a Bachelor of Science degree in accounting from The University of Delaware. He is a member of the American Institute of Certified Public Accountants and the Delaware Society of Certified Public Accountants.

“As a CPA I enjoy the many opportunities available to help my clients.”

Stemming from a desire to provide local business people with an individualized approach to accounting unmatched by other firms, William “Bill” Winters formed Mitten & Winters, CPAs with lifelong friend David Mitten in 1985.  Bill previously practiced with Price Waterhouse in Philadelphia.

Bill enjoys an active lifestyle of baseball, running, cycling, hiking and more; But, for Bill, nothing beats boating on the lake with his wife, Joan, and their daughters Allie and Kelly. Joan is a CPA with the firm.

Firmly rooted in his community, Bill is a board member of Bayhealth and Delaware Stadium Corporation at Frawley Stadium. Previous positions include President of the Colonial Rotary Club of Dover, and officer/director of many local boards and fundraisers.

As a Holy Cross parishioner he has volunteered for many years as a basketball coach in the CYM basketball program.  He also coached for many years with the CDSA soccer program.

Bill holds degrees in accounting and business administration from Delaware State University.  He is a past vice-president and board member of the Delaware State Board of Accountancy.  He is a member of the American Institute of CPAs, the Delaware Society of CPAs and the Pennsylvania Institute of CPAs.

“Quality service to my clients has always been my goal at Mitten & Winters.”

Joan’s philosophy is to prevent problems from arising in the first place by implementing client-specific procedures and controls.  If an unforeseen problem does arise, she works with her client to solve it and prevent it from happening again.  On the tax side, she obtains great satisfaction from successfully representing her clients before the IRS.  She specializes in auto dealerships, medical practices, and law firms. She is proficient in Quick Books, Excel, cash flow forecasting and LIFO calculations.

As a transplant from Pennsylvania, Joan believes that Delaware truly is a “Small Wonder.”  After her 1983 graduation from Villanova University, she began her accounting career in the Philadelphia office of Price Waterhouse (PW), where she met her husband, Bill, and moved to Delaware in 1985.  Before joining Mitten & Winters in 1991, Joan worked for PW in their Wilmington office and then moved on as Controller for various Delaware corporations.  She has been a member of the Delaware Tax Appeal Board and Treasurer of the Friends of Woodburn, Inc. for over a decade.  Her professional memberships include the Delaware Society of CPA’s, American Institute of CPA’s, and Pennsylvania Institute of CPA’s.

When not in the office, Joan can be seen running around Dover with her two dogs, boating on Silver Lake with her family, or cheering for her girls at their sporting events.  She and Bill have been married for 26 years and have two daughters, Allie and Kelly.

“I am committed to providing the highest quality service to all of our clients.”
